Indiana Boy's Gymnastics Association Constitution

Article I: Name
§ 1— The name of this association is the Indiana Boy's Gymnastics Association.
Article II: Purpose
§ 1— The purpose of the Indiana Boy's Gymnastics Association shall be to:
A. Follow and abide by the rules, policies, and guidelines
set forth by the USA Gymnastics.
B. Formulate rules, policies, and guidelines for Indiana
Boy's Gymnastics Clubs to abide by.
C. Serve as a coordinating body for private club competitive
boy's gymnastics in Indiana.
D. Hold Indiana Boy's Gymnastics Association board meetings
and Indiana Boy's Gymnastics Association general meetings
E. Establish a seasonal competitive schedule.
F. Sponsor clinics for the improvement of gymnastics
instruction.
G. Oversee any Indiana Boy's Gymnastics Association sponsored
competitions, such as State Meet.
H. Communicate to the General Membership by means of a
newsletter and a website.
I. Update and distribute a handbook to all members.
J. Generate funds through the USA Gymnastics head tax, in
order to fund the expenses incurred by the Indiana Boy's Gymnastics Association.
K. Perform any other function that the Indiana Boy's
Gymnastics Association feels will enhance the boy's gymnastics in Indiana.
§2— It will be the duty of all members to abide by the USA Gymnastics Rules &
Policies and obligations adopted by, and for, the Indiana Boy's
Gymnastics Association.
§3— The Indiana Boy's Gymnastics Association is organized and
operated exclusively for charitable purposes.
Article III: Membership
§1— Membership to the Indiana Boy's Gymnastics Association is open to those
clubs in Indiana who coach or compete boy's gymnastics in the state
of Indiana.
§2— Club Membership. To become a member club you are required to be a USA
Gymnastics Professional Member and coach gymnasts that
compete in the state in Indiana. With
qualified membership comes the following privileges.
A. One vote per club at general membership meetings
B. One copy of all Indiana Boy's Gymnastics Association
material when it comes out and is available.
Article IV: Executive Board & Elections
§1— The Executive Board shall consist of 6 members.
A. The positions will consist of
1. State Chairman
2. Vice Chairman
3. Secretary-Webmaster
4. Treasurer
5. Technical Director
6. Previous State Chairman
B. A vacancy on the Executive Board may be filled by
appointment of the State Chairman temporarily until the next General Membership
meeting
vote.
§2—Election of the Executive Board shall be as follows:
A. The term of office shall be a minimum of two years for the
position of State Chairman, Vice Chairman, Secretary-Webmaster, and Treasurer.
The Technical Director shall be
appointed by the State Chairman. Election of the Board Members shall take place
at the State Championship
of odd numbered years and end
at the completion of Regional Championships.
B. There shall be no limit to the number of terms an
Executive Board Member may serve.
§3—Election procedures will be as follows:
A. Nominations will be gathered by the Secretary-Webmaster
one month prior to the State Championships in an election year, or in any other
year
in the event of a vacancy.
Candidates should prepare a resume along with a statement of why they want the
job and any goals they have while
in office. The Secretary-Webmaster
will make the information available to all member clubs prior to the State
Championships.
B. The Previous State Chairman will conduct the election
proceedings. If the Previous State Chairman is unavailable, the Technical
Director will
do the honors. In the event the
Technical Director is unavailable, the current State Chairman will handle the
election proceedings. Elections will
be decided by a simple majority vote
of Indiana Boy's Gymnastics Association member clubs, either present at the
election or by absenting
ballot (proxy).
C. Election of State Chairman will follow the procedures as
USA Gymnastics mandates in USA Gymnastics Men's Program Rules & Policies.
D. Election of the Vice Chairman, Secretary-Webmaster, and
Treasurer will take place, along with the State Chairman elections, at State
Championships.
Article V: Meetings
§1— The following procedures will be applied at all meetings:
A. All meetings shall be presided by the State Chairman, or
in his or her absence, the Vice Chairman will preside.
B. Robert's Rules of Order shall govern all proceedings not
covered in the Constitution or By-laws.
C. The Order of Business shall be:
1. Call to Order
2. Approval of previous minutes
3. Reports of Officers
4. Reports of any Committees
5. Old Business
6. New Business
7. Announcements
8. Adjournment
§2— Meetings
A. There shall be at least two General Membership Meetings
per year. One shall take place in the spring at the State Championships,
and the
other shall take place in the summer
or early fall before the first meet of the season.
B. Board Meetings shall take place prior to the General
Membership Meetings, at least 30 days before the State Championships, and any
other
time that the State Chairman deems it
appropriate toconduct one.
Article VI: Dissolution
§1— The assets of this organization are irrevocably dedicated to charitable
purposes and in no part of the net income or assets of this organization
shall ever inure to the benefit of
any private individual. Upon dissolution or winding up of the Indiana Boy's
Gymnastics Association its assets
remaining after payment of, or
provision of payment, of all debts and liabilities of this organization, shall
be distributed to USA Gymnastics
Men's Committee.
Article VII: Amendments
§1— This Constitution and By-laws may be amended by a two-thirds vote of the
general club membership present at a regular general membership
meeting provided the notice of the
proposed changes be included in the notice of the meeting.
§2—The Board shall have the power to conduct Indiana Boy's Gymnastics
Association meetings of the Executive Board between General
Membership meetings.
Article VIII: By-laws
§1—There shall be By-laws set up to establish the rules, organization, job
descriptions, and other pertinent information that relate to the Indiana
Boy's Gymnastics Association.

Title 1: Duties of Board Members
§1— General Duties of the Executive Board
A. Attend all scheduled Executive Board meetings.
> If an Executive Board member misses two or more meetings,
the Chairman or Board may appoint another person to replace the absent Board
Member for the remainder of the term
with a two-thirds vote of the Executive Board.
B. Each position will be a voting position at Board Meetings.
In the event of a tie, the State Chairman can break the tie.
C. The Executive Board shall develop proposals to be
presented to the General Membership for vote. In the event of less than two
thirds General
Membership attendance at a General
Membership meeting, the Board has the power to pass or decline any By-law
proposal presented at the
meeting, if two-thirds of the Board
is present.
D. When General Membership approval is not practical, the
Board shall make urgent executive decision, provided the general membership is
notified of the decision as soon as
possible.
§2— Duties of the State Chairman:
A. Preside at Indiana Boy's Gymnastics Association meetings
B. Represent the Indiana Boy's Gymnastics Association as a
Regional Board member at the USA Gymnastics Region V meetings and whenever
possible at J.O. National meetings.
C. Call the Executive Board to meet whenever necessary.
D. Represent Indiana as the USA Gymnastics Men's State
Chairman.
E. Shall serve as a USA Gymnastics Professional Member and
act as a liaison between the state and national organizations.
F. Be responsible for the collection of sanction reports,
Meet Reports, and Financial Reports from each meet director, and will insure
that copies
are forwarded to the Indiana Boy's
Gymnastics Association Treasurer.
G. Send newsletters to all Indiana Boy's Gymnastics
Association Club Members bi-monthly, or as necessary, to keep the members fully
informed.
H. Set up, update, and distribute an Indiana Boy's Gymnastics
Association Event Calendar.
I. Delegate work or duties to other Board Members.
J. Appoint a Technical Director to the Board.
§3— Duties of the Vice Chairman
A. Preside or represent the Association at all meetings when
the State Chairman is absent.
B. Act as Awards Chairman by ordering, distributing, and
keeping an inventory of all Indiana Boy's Gymnastics Association awards. Also,
the
Vice Chairman shall be in charge of
handling the awards at State Championships and the Indiana Boy's Gymnastics
Association Awards and
Senior Banquet.
C. Assist the State Chairman, or conduct, any administrative
duties that the Chairman needs assistance with.
§4— Duties of the Secretary-Webmaster
A. Attend all Indiana Boy's Gymnastics Association Board and
General Membership meetings.
B. Keep accurate minutes of each meeting and shall insure
that each member receives a copy of the minutes within two weeks of the meeting.
C. Maintain an attendance record for all Indiana Boy's
Gymnastics Association meetings.
D. Update and maintain the Indiana Boy's Gymnastics
Association website.
E. Assist the State Chairman, or conduct, any administrative
duties that the Chairman needs assistance with.
§5— Duties of the Treasurer
A. Attend all Indiana Boy's Gymnastics Association Board and
General Membership meetings.
B. Maintain an Indiana Boy's Gymnastics Association member
club roster and distribute it to the General Membership.
C. Collect and record State Head Tax with the help of the
State Chairman.
D. Present a written current financial report to members at
each meeting of the general membership. "Current" to be defined as the close of
the
month, preceding the month, the
general membership meeting is held. The financial report shall include a Balance
Sheet and Profit & Loss
Report. These are two separate
reports.
§6— Duties of the Technical Director
A. Attend all Indiana Boy's Gymnastics Association Board and
General Membership meetings.
B. Disseminate pertinent technical information from the USA
Gymnastics Technical Director and the Judging Association to the Indiana Boy's
Gymnastics Association General
Membership.
C. Act as a liaison between coaches and judges.
D. Coordinate judging clinic and certification with the
Mid-American Gymnastics Judges Association.
E. Coordinate Indiana Boy's Gymnastics Association coaching
clinics with the State Chairman.
F. Coordinate and conduct the State Future Stars Testing and
the Evaluators Clinic with the State Chairman.
Title 2: Finances
§1— Operating funds for the Indiana Boy's Gymnastics Association shall be
derived from one or more of the following sources:
A. State Head Tax.
B. Any Indiana Boy's Gymnastics Association sponsored event
such as: State Championships, Indiana Boy's Gymnastics Association Awards
Banquet, etc.
Title 3: Expenses
§1— Executive Board Expenses
A. The Executive Board shall be reimbursed for any and all
expenses that they incurred while carrying out the duties specified in Title 1.
B. To get reimbursed a Board Member must submit an expense
report to the Treasurer and the State Chairman. Receipts must accompany the
expense report.
§2— Awards
A. Indiana Boy's Gymnastics Association shall provide
individual and team awards for the State Championships and the host will equally
share the
cost of the awards with the
association. [Amended October 3, 2004]
§3— Awards Banquet
A. Indiana Boy's Gymnastics Association shall provide dinner
for all seniors.
B. Indiana Boy's Gymnastics Association shall provide seniors
with gifts.
C. Indiana Boy's Gymnastics Association shall provide Coach
of the Year Award and Service Award recipients with awards.
Title 4: Ethical Conduct
§1— Ethical conduct will be strictly enforced as per USA Gymnastics Men's
Program Rules & Policies.
Title 5: Awards & Senior Banquet
§1— The Awards and Senior banquet will be hosted an Awards and Banquet
Committee.
§2—This event will take place 1-6 weeks after J.O. National Championships at a
banquet facility.
§3—The following will constitute the banquet agenda at this semi-formal event;
A. All seniors will be recognized by their coaches and will
also be given the opportunity to speak.
B. Dinner will be provided to all seniors.
C. All State, Regional, and National All-Around Champions
will be recognized by their coaches and will also be given a chance to speak.
D. The following awards will be presented by the Executive
Board and determined by a simple majority vote.
1. The Compulsory and Optional
Coaches of the Year will be recognized and awarded for their outstanding
achievements.
2. The Service Award will be
presented to its recipient.
Title 6: Indiana Boy's Gymnastics Association Sponsored
Competitions
§1— State Championships. Refer to USA Gymnastics Men's Program Rules & Policies
for the operation of the State Championships. Awards are to
be distributed according to the age groups as per USA Gymnastics Men's Program
Rules & Policies with the exception that the Level 5, 7-9
year old age group, will be further broken into 7-8 year olds and 9 year olds.

A. The Executive Board will conduct the State Championships.
B. Ribbons and Medals are to be supplied by the Vice
Chairman.
C. Banners with white print (or blue print on a white banner)
will be used at State Championships for team awards in the following colors:
1. 1st Place: Blue
2. 2nd Place: Red
3. 3rd Place: White
D. A General Membership Meeting will be scheduled and held
some time during the State Championship weekend.
